The Department does not grant blessings. It licenses you to notice one. A petition is a small act of attention, filed in advance, so that when the good thing arrives you are present enough to receive it.

  1. Petition for one small thing. Keep it minor — the clerk will turn away anything too grand, and point you to the back of the line.
  2. Set an intention — what you will attend to, not what the world should do. "I'll walk to the stop and just notice" beats "please let the bus come."
  3. Then live your day. The petition rests in your Pending tray. Don't grip it; blessings arrive on their own schedule.
  4. Return when it comes to pass. Declare it, offer a small kindness in thanks if you wish, and claim a certificate — if you'd like one.

When the blessing arrives, stop for one breath before you do anything else, and let yourself feel that it is good. That pause is the entire practice; the certificate only seals it.

Rule of thumb: if it would change your life, it is not ours. If it would merely improve your afternoon, file away.

Write what you will do, not what the world should do. You'll be asked for a small kindness later, in thanks, once the blessing has come.
One petition per citizen per day — the Office is small and the universe is large. Approved petitions wait in your Pending tray until they come to pass.
